Prior to 1988, individuals could import cars into the U.S. relatively freely, and the car owner was responsible for making the imported car compliant with American safety standards. 

Needless to say, that didn't work out well, leading the federal government to enact legislation - clumsily called the Imported Vehicle Safety Compliance Act of 1988 - that required foreign cars to come in via registered importers. Once a vehicle reaches 25 years old, however, it no longer needs to meet current safety standards of the day.

When a foreign car hits 25 years old, it's exempt from meeting current U.S. federal safety standards, including modernizing features like window glass, headlights or gauge clusters. The basic idea behind the exemption is that once a car reaches the 25-year mark, it no longer poses a threat to new car sales. 

The motivation behind passing the 1988 legislation that restricted personal imports has a few different angles, however, including the popularity of Mercedes-Benz models that were imported into America, but never fully brought up to standards of the day.

If you live anywhere other than California and Hawaii, you won't have much trouble importing a 25-year-old car from another country. For those in the Aloha and Golden states, there's a maze of federal and state requirements that can be a challenge to navigate for individual owners. 

It's often easier to simply choose a registered importer with background and experience handling the regulatory details, allowing you to get behind the wheel sooner than trying to do it yourself.
