The Nissan Skyline is illegal because it does not comply to NHTSA, DOT, and EPA regulations. Nissan never officially introduced the Nissan Skyline GT-R to the US domestic market. When a manufacturer introduces a new model to the US market, the car must comply to US regulations and undergo a series of tests. If a car does not comply, the car is deemed illegal until the 25 year old rule exemption kicks in after 25 years from the manufacturing date. 
There are a number of R32s, and R34s Skyline GT-Rs that were made compliant by MotoRex in the late 90's to early 2000s. MotoRex actually crash tested Skyline GT-Rs to make the them legal. The company was shut down because of poor management and other legal issues but the Skyline GT-Rs which were brought in by MotoRex still remain legal under the law.

Are Nissan Skylines GT-Rs illegal in the United States?

The Skyline GT-R E-BCNR33 (R33) was developed even as the non GT-R R33 models went on sale in August 1993 (with a prototype being shown at the 1993 Tokyo Motor Show) for release in 1995 as a successor to the R32 model. The engine in the R33 was nearly identical to the R32. It used the same turbochargers and the same specification for the manual gearbox, although the syncros were stronger. The engine corrected the R32's weak oil pump drive collar, which tended to fail in higher power applications, by using a wider collar. .
